RtnDeleteCriticalLock
RtnDeleteCriticalLock frees any associated memory from a CriticalLock. Once a CriticalLock has been deleted it should no longer be used unless a RtnInitializeCriticalLock is called on the CriticalLock structure again. Normally, CriticalLocks are initialized in RtndConfigure for use throughout the driver. At shutdown time (in RtndUpDown) the locks are deleted.
